FLOOD PRONE VILLAGES/TOWNS IN NAGPUR DISTRICT |
||
| Introduction |
|
The response plan of Nagpur District with reference to the risk assessment of Floods is discussed below:-
Nagpur District’s geographical situation is such that rivers having substantial catchment area in the Satpura hills of Madhya Pradesh enter this District in the northern parts and flow in the plains of the District generally in southern direction. These major rivers are Wardha, Wainganga, kanhan Pench. The history of last 50 years reveals that if there is heavy rainfall in the Satpura hills of the catchment area of Rivers Wardha, Kanhan or Pench rivers is Betul and Chhindwara Districts of Madhya Pradesh, sudden & big flash floods occur in these rivers.
In Wardha river flash and big floods had occurred in 1959,1962,1979 and 1991. The Wardha river floods of 1962 and 1991 were very severe causing heavy loss of life, property, crops and infrastructure . After the devastating flood of 1991 (July) all the hoses in 14 villages of Narkhed taluka of Nagpur District were shifted to safer sites. In terms of damages, Wardha river causes most severe damages to houses, land and infrastructure in Narkhed taluka of Nagpur District were shifted to safer sites. In terms of damages to houses, land and infrastructure in Narked taluka of Nagpur District, Since gaothans of Mowad and other 13 river side villages have been shifted in 1991-92, the possibility of large scale loss of life and house damage has reduced. However , low lying agricultural lands, crops and infrastructure like roads,electric poles, culverts , farm cattles and crops / Plantations on low lying lands of river side villages in Narkhed taluka from Mowad to Jalalkheda and Thadipaoni villages still will require careful watch during monsoon months every year. The cropping pattern in low lying areas needs to be carefully changed to Rabbi pattern and steps need to be taken by soil Conservation Department to introduce measures to control soil erosion of rich black soil of these villages. Mowad town and Jalalkheda village should be connected by wireless set to ensure timely flood warning even though now they have been resettled on safer sites. For getting timely warning in wardha river the Railway Authorities of Central Railway at Multai. Tigaon and Pandhurna be informed to alert Tahsidars of Narkhed and Katol and Collector, Nagpur by telephone any time when there is heavy rainfall in the catchment area of Wardha river and water level in Wardha river rises.
There is also need for a monitoring station of Central Water Commission in the catchment area of Wardha river in Multai/Pandhurna taluka of Madhya Pradesh for ensuring timely warning to Tahsildar, Narkhed and Collector, Nagpur. The frequency of heavy floods in river kanhan and Pench is once in 10 years and Kamptee town is specially susceptible to the floods in Kanhan and Pench rivers. Low lying areas of Kamptee cantonment and Kamptee town need flood protection measures . Whenever heavy rains occur in the catchment areas of these two rivers in Chhindwara District of Madhya Pradesh, the Collector, Chhindwara may be moved to issue warnings to Collector , Nagpur about heavy rains and floods in Kanhan / Pench rivers. Vena River Floods in 1979 caused very heavy damage. Vena river floods are rare but when occur cause huge damage.
As far Wainganga river, warnings about floods are received from Central Water Commission and Collector, Balaghat (M.P.) and Collector, Bhandara.
In case of heavy floods in river Wardha, Collector, Wardha and Collectors of Chandrapur and Gadchiroli should be alerted by Collector, Nagpur also. Vena River has its catchment in Kalmeshwar and Katol Talukas, and though a small river, it requires watch against flash floods.
In case of heavy floods in river Wainganga, Collector, Nagpur should also issue warnings to Collector, Chandrapur and Gadchiroli. The Government machinery i.e. man power and vehicles like jeeps/trucks/tankers are adequate to deal with flood situations in Nagpur District. However, for shifting stranded population, there is urgent need of 3 mechanized boats of medium size for Nagpur District. These boats may be allowed to be purchased for flood control measures by Collector, Nagpur and may be maintained by Irrigation Department.

Floods in Nagpur city |
Nagpur city is susceptible to sudden flash floods in Pilli and Nag rivers which pass through the city. Whenever there is heavy rainfall, the low lying areas adjoining these rivers are affected. Nagpur being the Corporation city, it is worthwhile that the Corporation of the city of Nagpur initiates special measures for flood control control in localities close to rivers Nag and Pilli. Disilting of Nag river and construction of embankment on the remaining areas of the banks of these two rivers need special attention of Corporation and Nagpur Improvement Trust authorities. Unauthorized constructions in low lying flood prone areas on the banks of these two rivers need to be surveyed, checked and controlled. Special vigilance by Corporation and Government departments is necessary. Steps for strengthening the embankment of Ambazari tank and Gorewara tank may be taken from time to time by the Nagpur Corporation authorities to ensure safety of these bunds, keeping in view heavy rains and Earth Quake contingencies.
Pre-monsoon clearance of drainage system and rivers/nallah beds in Nagpur city is also suggested as a flood control measure. Slums in low lying areas need to be convered under flood control measures by the Corporation authorities. Cement concretes foundation and wall treatment upto lintel level may be helpful, for houses standing in low lying areas of the city.
